It was the sequel to Sunsoft's original Batman video game for the Nintendo entertainment industry System. The first game was based on Tim Burton's 1989 Batman movie. Return of the Joker, on the other hand, is based on the current comic book version of Batman, though it does include the Batmobile and the Batwing from Burton's movie.

Each stage has two sub-levels and a boss level, except for the second and fifth stages.

Batman has only three lives, but the game has an infinite number of continuous or stage passwords that you can get to by pausing the game. Ace Ranger, a Minedroid, the Master C.P.U. of the refinery, and two fights with the Joker are the game's five bosses. In standard levels, Batman's health is shown in increments, but in boss stages, both Batman's and the boss's life meters are shown in numbers.

For those who like side-scrolling games, Return of the Joker is a great choice. Batman's weapon is a wrist projector that can be loaded with different types of ammunition by collecting icons throughout the levels.

For example, "C" icons activate the crossbow and shooting arrows at enemies that make them explode, "B" icons activate Batarangs and have the projector move with the enemies on the screen, "N" icons activate Sonic Neutralizers and the projector fires two patterns of Batarangs in a crisscross shape, and "S" icons activate Shield Stars, which fire three darts in different directions.

If you press the A button and press down on the D-pad, Batman can slide. This is also an attack, though it only works against some monsters. Batman can also collect energy pellets. If he gets eight of them, he will temporarily be unable to be hurt.
